Traffic advisory for Downtown Charlottesville during August 10-12

charlottesvilleVarious events are anticipated and planned to take place on the weekend of August 10-12 in the City of Charlottesville. With input from the Virginia State Police, the Charlottesville Police Department, and the Charlottesville Fire Department, City Manager Maurice Jones has determined that it is essential for the safety of persons and property that vehicular traffic and parking be restricted in certain areas.

Local residents and businesses are encouraged to review the following changes and, in advance, plan accordingly. Public transit service and the Market Street Parking Garage will also be impacted.

Changes to this plan may be made as necessary. Public safety personnel and vehicles will have access to all areas of Downtown throughout any events.

STREET CLOSURES

The following local streets in the downtown community will be closed to traffic in accordance with the following schedule.

Beginning at 6 p.m. Friday, August 10, 2018 through midnight Sunday, August 12, 2018 the following streets will be closed to all vehicular traffic and on-street parking:

  • West Market St., from West High St. to 1st St.
  • East Market St., from 1st St. to 9th St. NE
  • Old Preston, from West Market St. to West Main St.
  • West Main St. from Old Preston to West Water St.
  • West Jefferson St., from its terminus at McGuffey to 1st St.
  • East Jefferson St., from 1st St. to Park St.
  • 1st St. S, from Water St. to Main St.
  • 1st St. N, from Main St. to High St.
  • 2nd St. SW, from West Water St. to East Main St.
  • 2nd St. NW, from West Main to West High
  • 2nd St. SE, from East Water St. to East Main St.
  • 2nd St. NE, from East Main St. to East High St.
  • 3rd St. SE, from East Water St. to East Main St.
  • 3rd St. NE, from East Main St. to East High St.
  • 4th St. SE, from East Water St. to East Main St.
  • 4th St. NE, from East Main St. to East High St.
  • 5th St. SE, from East Water St. to East Main St.
  • 5th St. NE, from East Main St. to East Jefferson St.
  • East Jefferson St., from 5th St. NE to Park St.

STREETS RESTRICTED TO LOCAL ACCESS

Beginning at 6 p.m. Friday, August 10, 2018 through midnight Sunday, August 12, 2018, other streets will have restricted access and only those living and working in businesses in those immediate areas will have access. These local access roads are shown in yellow on the map included in this release. Residents and business owners/employees who will need to access these points of entry must be prepared to confirm the address of their destination at the entry point.

GARAGES

The Market Street Parking Garage will be closed to all but permit holders beginning at 6 p.m. Friday, August 10, 2018 through midnight Sunday, August 12, 2018. The garage will remain available to vehicles needing an ADA accessible parking location. Additional details will be shared with Downtown residents who may lose access to their private parking spaces in other locations such that they may take advantage of the Market Street Parking Garage with a temporary permit.

PUBLIC TRANSIT

Beginning at 6 p.m. Friday, August 10, 2018 and lasting through the end of service on Sunday, August 12, Charlottesville Area Transit (CAT) will shift its operations from the Downtown Transit Station to a temporary transfer hub on Avon Street Extended. The temporary shift will impact the Free Trolley, Routes 1, 2, 3, 4, 6, 7, 8, 9, 10, 11, and 12.

A summary of these adjustments can be found below:

Free Trolley
The Free Trolley will not serve bus stops along West Main Street east of 10th Street NW, 2nd Street SW, East Market Street, and Water Street. Instead, the route will detour to Avon Street Extended via Roosevelt Brown Boulevard, Cherry Avenue, Elliott Avenue, and Avon Street.

Route 1
Route 1 will not serve bus stops along Little High Street, High Street, Ridge McIntire Road, West Market Street, East Market Street, Water Street, Monticello Road, and Monticello Avenue west of Avon Street. When departing Piedmont Virginia Community College, the route will travel to Meade Avenue via Scottsville Road, Mill Creek Drive, Avon Street Extended, Avon Street, Monticello Avenue, and Carlton Road. When departing from Fairway Avenue, the route will travel to Monticello Avenue via Meade Avenue and Carlton Road.

Route 2
Route 2 will not serve bus stops along East Market Street, Water Street, and Avon Street north of Monticello Avenue. Instead, the route will use Monticello Avenue to reach Ridge Street from Avon Street.

Route 3
Route 3 will not serve bus stops along Ridge McIntire Road, West Market Street, East Market Street, Water Street, and Avon Street north of Hinton Avenue. Instead, the route will detour from Ridge Street to Hinton Avenue via Monticello Avenue and Avon Street. Please note that Route 3 will not serve the temporary transfer hub on Avon Street Extended.

Route 4
Route 4 will not serve bus stops along Ridge Street, Ridge McIntire Road, West Market Street, East Market Street, and Water Street. Instead, the route will detour to Avon Street Extended via Elliott Avenue and Avon Street.

Route 5
No detours are scheduled for this route.

Route 6
Route 6 will not serve bus stops along Monticello Avenue, Ridge McIntire Road, West Market Street, East Market Street, and Water Street. Instead, the route will use Crescent Hall as its end point before retracing its usual alignment to Pinn Hall. Please note that Route 3 will not serve the temporary transfer hub on Avon Street Extended.

Route 7
Route 7 will not serve bus stops along West Main Street east of 10th Street NW, Ridge McIntire Road, West Market Street, East Market Street, and Water Street. Instead, the route will detour to Avon Street Extended via Roosevelt Brown Boulevard, Cherry Avenue, Elliott Avenue, and Avon Street.

Route 8
Route 8 will not serve bus stops along Preston Avenue east of 10th Street NW, West Market Street, East Market Street, Water Street, and Ridge McIntire Road. Instead, the route will reach Avon Street Extended via 10th Street NW, Roosevelt Brown Boulevard, Cherry Avenue, Elliott Avenue, and Avon Street.

Route 9
Route 9 will not serve bus stops along West Main Street east of 10th Street NW, Ridge McIntire Road, West Market Street, East Market Street, Water Street, and Rugby Avenue including the YMCA. Instead, the route will detour to Avon Street Extended via Roosevelt Brown Boulevard, Cherry Avenue, Elliott Avenue, and Avon Street.

Route 10
Route 10 will not serve bus stops along Water Street, Ridge McIntire Road, West Market Street, East Market Street, and High Street west of Meade Avenue. Instead, the route will reach Avon Street Extended via Meade Avenue, Carlton Road, Monticello Avenue, and Avon Street.

Route 11
Route 11 will not serve bus stops along Water Street, Ridge McIntire Road, West Market Street, East Market Street, High Street, and Locust Avenue south of Long Street (250). Instead, the route will reach Avon Street Extended via Long Street (250), High Street, Meade Avenue, Carlton Road, Monticello Avenue, and Avon Street.

Route 12
Route 12 will not serve bus stops along West Main Street east of 10th Street NW, Ridge McIntire Road, West Market Street, East Market Street, and Water Street. Instead, the route will detour to Avon Street Extended via Roosevelt Brown Boulevard, Cherry Avenue, Elliott Avenue, and Avon Street.

Routes serving the Avon Street Extended Transfer Hub will follow the published departure times of the Downtown Transit Station.

CAT would also like to alert passengers that its real-time information system will not accurately report arrival predictions while the detours are in effect.
