Virginia State Police: Hopewell treasurer arrested on four felony charges

The elected treasurer in the City of Hopewell has been arrested on charges related to a reported effort to remove her name from a Virginia DMV list of delinquent taxpayers without having settled the debt.

Shannon Foskey, 39, of Hopewell, was arrested on four felony charges related to the case, which stemmed from an investigation initiated in April when a whistleblower reported the allegations to city officials.

Foskey has denied the allegations, claiming that she had repaid the tax debt and was removed from the delinquent taxpayer list by an employee in her office authorized to engage in those types of transactions.

Foskey, who was arrested on Wednesday, was released on an unsecured bond from Riverside Regional Jail, according to a report from Virginia State Police.

Foskey was elected treasurer in the 2021 election cycle with 54.2 percent of the vote in a two-candidate race.
