Congresswoman Jennifer McClellan of Virginia introduced H.R 10382, the Amtrak Grant Flexibility Act, to expand funding opportunities and make it easier for Amtrak to complete future projects.
The Federal Railroad Administration’s Federal-State Partnership for Intercity Passenger Rail, the MEGA Grant Program, and the CRISI Grant Program provide significant investments to support the passenger rail network nationwide. The programs require applicants to provide a partial funding match, also known as the “nonfederal share,” covering at least 20 percent of total cost.
“Our passenger rail systems provide invaluable transportation options to Americans nationwide, but funding limitations in local governments can stagnate growth and modernization efforts. As we work to expand passenger rail, we need to ensure we have every tool at our disposal. My Amtrak Grant Flexibility Act makes a commonsense change to unlock billions in potential funding to support these crucial projects,” McClellan said.
House Resolution 10382 alleviates the issue by giving Amtrak the authority to use its annual subsidy funding to cover the nonfederal share for grant applications. The bill is endorsed by the Rail Passengers Association.
“State and local governments need a stronger federal partner to stand up passenger rail programs, and this bill provides a critical piece of that puzzle. In my travels over the past few years, I’ve met with scores of local leaders who want more and better train service for their communities, and they’re willing to commit the local resources to make it happen—but they need more help to get the ball rolling. By granting Amtrak the authority to assist local governments in funding project development, we can cut years off project delivery timelines.
