A Florida man who wreaked havoc on a Virginia interstate on Valentine’s Day is now facing 74 charges in a series of hit-and-run crashes.
Garrett Ryan Sulli, 34, put numerous drivers “at risk” on the morning of Feb. 14 on Interstate 95 northbound over a five-hour timespan, according to Virginia State Police.
Sulli was responsible for multiple accidents on Feb. 14 between 6:30 a.m. and 11:50 a.m. in Colonial Heights, Chesterfield County, Richmond and Henrico and Hanover counties.
The charges include driving under the influence, hit and run and assault.
Sulli was driving a Chevrolet pickup truck with Florida plates IYX 005. The vehicle was eventually located in Spotsylvania County where he was detained without incident.
“This reckless and violent behavior place countless motorists at risk along one of the Commonwealth’s busiest interstate corridors,” said Capt. Ted Jones, VSP division one commander.

Troopers were not pursuing the suspect vehicle, according to VSP.
Sulli has been charged with:
- 11 counts of hit and run
- 22 counts of assault
- One count of malicious wounding
- 11 counts of destruction of property
- One count of driving under the influence
- 28 additional traffic-related offenses
He is being held without bond at Pamunkey Regional Jail in Hanover County.
The investigation remains ongoing.
