Chaos on I-95: Florida man linked to 13 hit-and-run crashes in Virginia

A Florida man has been linked to 13 hit-and-run crashes on Interstate 95 in Virginia on Saturday between Petersburg and Spotsylvania County.

Garrett Ryan Sulli, 34, of Florida, was taken into custody without incident.

According to police, Sulli is homeless.

The accidents occurred over a span of five hours, between 6:30 a.m. and 11:50 a.m.

The interstate between the two localities runs approximately 80 miles.

Sulli was driving a Chevrolet pickup truck with Florida plates IYX 005. The vehicle had a Union Pride sticker on the right rear bumper and a skull oval sticker in the right rear window.

Charges are pending. State Police did not provide any information on ownership of the truck, suspected substance abuse or reported injuries in any of the crashes.
