A 2024 Yamaha Wolverine side-by-side all-terrain vehicle was travelling north on Tower Road when it failed to negotiate a turn, went off of the right side of the road, struck a tree and rolled over, according to Virginia State Police.

The accident occurred at 10:40 p.m. on Tower Road, at the intersection with Col. Drake Lane.

Powell and Carter were not wearing seatbelts, according to VSP.
