Update: Norfolk Police officer, male suspect, shot as officers respond to CPS call

Update: Sunday, 4:01 p.m. Norfolk Police have charged Cassandra J. Smith, 23, of Norfolk, with two counts of conspiracy to commit aggravated assault on a law enforcement officer, disorderly conduct, and obstruction of justice.

Smith was taken into custody at the scene and is currently being held in Norfolk City Jail without bond.

The second person charged, identified as Samuel M. Burton, 29, of Norfolk, sustained a life-threatening gunshot wound and remains in the hospital receiving treatment.

Burton has been charged with attempted aggravated assault on a law enforcement officer, malicious wounding of a law enforcement officer, and use of a firearm.

Burton will be transported to the Norfolk City Jail and held without bond when released from the hospital.


First story: Sunday, 10:07 a.m. A Norfolk Police officer was shot multiple times while responding to a Child Protective Services call on Saturday.

The officer, who has not been publicly identified, is expected to survive, according to a release from the Norfolk Police Department.

A male suspect, also not identified, sustained life-threatening injuries when officers returned fire.

The incident began as officers responded at 3:22 p.m. to a dispatch to a home in the 3800 block of Arcadia Street to assist CPS with an investigation.

When police arrived, a woman became combative with the officers, and while the officers were engaging with the woman, a male suspect fired shots at the officers.

Officers discharged their service weapons, and returned fire.

The Virginia State Police Bureau of Criminal Investigation was requested to respond to the scene and assist with this investigation.

This remains an active and ongoing criminal investigation.

Norfolk Police ask anyone who was in the 3800 block of Arcadia Street at the time of the shooting who may have information that would assist investigators to contact the Norfolk Crime Line or the Virginia State Police.

No other injuries were reported during this incident.

All involved officers will be placed on administrative duty pending the outcome of this investigation.
