Waynesboro: Police seize 14 dogs, arrest man on animal cruelty charges

The Waynesboro Police Department has arrested a man and charged him with multiple misdemeanors related to animal cruelty.

Reuben Michael Silver, 31, was arrested Saturday and held on a secured bond. He has since been released.

On Saturday morning, 10-15 dogs were reportedly running at large in the 1500 block of C Street.

During the investigation, officers determined the dogs belonged to Silver’s residence in the 1500 block of Third Street.

Officers executed a search warrant at approximately 11:05 a.m. and seized 14 dogs of various breeds. The dogs were transported to a temporary holding facility and received medical treatment deemed necessary.

Silver has been charged with the following animal cruelty offenses:

  • 3.2-6570 (M) – Cruelty to animals (14 counts
  • 14-44 (M) – No city dog license (14 counts)
  • 14-45 (M) – Vaccination violation (14 counts)
  • 14-46 (M) – Control and restraint of dogs (14 counts)
  • 14-51 (M) – Sanitation of dog pens

The investigation is ongoing, according to Waynesboro Police.
