Virginia State Police: Pedestrian struck, killed on Interstate 64

A pedestrian is dead after a crash on Interstate 64 eastbound in Chesapeake early this morning, according to Virginia State Police.

Cliff O. Garris, 51, of Portsmouth, died at the scene.

The fatal accident occurred at 6:53 a.m. near the 299 mile marker in the city.

Garris was struck by a Honda Civic, driven by Ilsia Mendoza, of Central Islip, New York.

Mendoza remained at the scene, according to VSP, and has been charged with failure to maintain control.

The crash remains under investigation.
