Rockingham County | Legal wrangling over water in Massanutten finally over

The Massanutten Water and Sewer Authority has completed the acquisition of the water and sewer system on Massanutten Mountain, bringing an end to legal process dating to 2020.

The final purchase terms were not immediately available.

Rockingham County formed the MWSA in 2020 at the request of Massanutten property owners, who had expressed long-standing concerns regarding high rates and system maintenance.

A negotiated settlement between the county, the MWSA and the Massanutten Public Service Corporation was approved in Rockingham County Circuit Court on Sept. 18.

The court entered a final order finalizing the acquisition on Monday.

On Wednesday, the Rockingham County Board of Supervisors approved preliminary rates and fees for water and wastewater usage for Massanutten residents.

For the proposed rates per 1,000 gallons, residential water rates would be $18 per 1,000 gallons and wastewater rates would be $20 per 1,000 gallons.

The advertised rates will be the focus of a public hearing on Nov. 3 at 6 p.m. at the MPOA J.C. Powell Conference Room, 3980 Massanutten Drive.
