54-year-old Richmond man dead after shooting in Shockoe Bottom area of city

A 54-year-old Richmond man is dead after a shooting Friday night in the Shockoe Bottom area of the city.

Richard McKinnon, 54, of Richmond, was found down and unresponsive at 10:26 p.m. in the 100 block of North 20th Street.

Richmond Police detectives have arrested and charged Anthony Williams, 31, of Richmond, with murder.

According to authorities, a RPD sergeant was walking in an area identified as a hot spot for crime when gunshots were heard approximately two blocks away.

The “hotspot curve” is a crime deterrent strategy that deploys officers to locations with a history of violence incidents. The strategy is to use officer visibility to deter crime, and it allows for a more rapid response if a crime occurs.

The Medical Examiner will determine cause and manner of death of McKinnon.
