Rachel McDowell of the Waynesboro Public Library is the recipient of the 2024 Rising Star Award, sponsored by the Association of Bookmobile and Outreach Services.

The award is presented in recognition of an individual new to the profession who displays a passion for the bookmobile and outreach profession, and has worked in the bookmobile and outreach field for five years or less.

According to individuals who nominated her, McDowell epitomizes dedication and enthusiasm in her role as Outreach and Engagement Coordinator at Waynesboro Public Library, blending innovation with compassion to serve the community beyond the library’s walls. From the outset, she tirelessly cultivated partnerships and sought outreach opportunities, establishing an extensive network of community connections. Through strategic collaborations with the Youth Services Librarian and the Office on Youth, McDowell ensured regular visits to low-income housing communities and enriched residents’ access to books and resources.

McDowell’s commitment to inclusivity shines through her initiatives targeting seniors, low-income residents and Spanish-speaking communities. In less than two years, her efforts have revolutionized outreach at WPL, and established regular programming at multiple facilities and organizations while addressing previously neglected demographics. Her proactive approach and innovative strategies have not only expanded library services but also fostered a sense of community and inclusivity.

McDowell’s impact extends beyond local initiatives. She actively engages in professional development to enhance outreach practices. Her unwavering dedication, coupled with her commitment to continuous learning and collaboration, makes her an invaluable asset. Her transformative impact underscores her status as a shining star within the library profession, embodying the spirit of service and community engagement.

The Rising Star Award was presented in Indianapolis on October 16, 2024, during the 2024 Association of Bookmobile and Outreach Services Annual Conference.
