Two dogs were found deceased in a Staunton apartment on Saturday, and the owner was arrested on two felony counts of cruelty to animals.
Kimberley Shepard was arrested on 3.2-6570 Cruelty to Animals charges, according to Sgt. C.D. Ammons, a public information officer with the Staunton Police Department.
Ammons said officers responded to the residence due to a call reporting there may be deceased animals inside.
The investigation is ongoing.
