Harrisonburg: Felony Lane Gang members arrested, targeted victims at gyms, malls

Three people were arrested in Harrisonburg on Monday and are believed to be part of a gang responsible for widespread thefts from vehicles, identity fraud and the cashing of fraudulent checks across multiple states.

The Felony Lane Gang, or FLG, is known for smash-and-grab incidents, according to the Harrisonburg Police Department. Associates in the gang often target victims at parks, fitness centers and shopping malls.

The HPD was alerted to a vehicle in the area of Burgess Road on Dec. 29 that was possibly occupied by wanted individuals. It is unknown if the alert came from Flock Security cameras or some other means, but the occupants were wanted for alleged financial crimes in Kansas and Maryland.

The white Toyota Sienna was located in the Home Depot parking lot.

Three of the four occupants initially provided false identification to officers on scene. They were later identified as Elizabeth Tweedy, Timothy Capelle and Kristen Breen. The fourth person did not have any outstanding warrants and did not present false ID, according to police; their name was not released.

The gang is being investigated by multiple jurisdictions across the country for financial fraud crimes. A task force in Washington is also assigned to tracking members of the gang.

  • Displaying a fake ID, two counts (Maryland)
