Afton man arrested taking upskirt photos at Target in Waynesboro

Chris Graham

policecar3The Waynesboro Police Department cited an Afton man yesterday afternoon for taking upskirt photos of unsuspecting women using a pen-like camera at Target, 811 Town Center Drive.

An officer charged Joshua Michael Norred, 31 years old, on one misdemeanor count of unlawful photography of another.  On May 22 at approximately 3:00 PM, Target’s Asset Protection supervisor notified the police department that he had gotten a complaint of a man using a camera that resembled a large pen to take images of female shoppers under their dresses or skirts.

Norred was still present when the officer arrived at the store and was detained.  As the officer spoke with Norred about the allegation, Norred tried inconspicuously to break the camera while it was in his pocket.  The officer was able to stop him and recover the item.  Norred was charged and released.

Presently, the police department knows of two victims that were unlawfully photographed but believes there may be more.  Other victims are encouraged to call the Waynesboro Police Department at (540) 942-6675.
