Lynchburg: 16 animals seized after living conditions deemed deplorable

Fifteen dogs and a pet bird found living in deplorable and unsanitary conditions in Lynchburg were seized by animal control officers on July 9.

The animals were transported to the Lynchburg Humane Society for evaluation and care.

Elizabeth Owen, 54, was charged with five counts of misdemeanor animal cruelty following a civil seizure hearing on Monday.

The Shaffer Street property has been condemned due to its hazardous state by the Lynchburg City Inspections office.
