Gov. Bob McDonnell this morning signed important legislation to improve the 2007 law that re-regulated electricity in Virginia. With the governor’s leadership while he was attorney general, the 2007 law adopted a new framework for regulating Virginia’s investor owned utilities, a framework aimed at protecting consumers from rate volatility and incentivizing urgently needed investment in new generation facilities.

An ACLU of Virginia lawsuit challenging Charlottesville’s ban on panhandling on the Downtown Mall within 50 feet of cross streets may proceed, a three-judge panel of the U.S. Court of Appeals for the Fourth Circuit ruled today. The opinion reverses the earlier dismissal of the case by U.S. District Court Judge Norman Moon.

The 2013 Session of the General Assembly will soon be history. Many issues have been addressed and changes, good and bad, have been made in the law. My own legislative agenda has met with success and failure. As we go into the last couple of days, a small amount of important work remains.
