The ACLU of Virginia has filed a lawsuit against the City of Norfolk on behalf of People for the Ethical Treatment of Animals (PETA), charging that Norfolk violated the Virginia Freedom of Information Act and the Public Records Act by failing to preserve and disclose text messages used for the transaction of public business.
