
Rick Tariq Rahim, who has multiple aliases, of Alexandria, failed to report to prison for wire fraud on Sept. 9. He was sentenced to 78 months in prison for the charge and received a 60-month sentence, to run concurrently, for failing to pay over trust fund taxes withheld from his employees’ paychecks.
The federal arrest warrant was issued on Sept. 11 charging him with a pretrial release violation for failing to report to prison for the white-collar crimes.
Rahim orchestrated several investment fraud schemes related to automated trading bots and his purported accomplishments as a financial trader. He frequently made materially false claims to entice investors to pay to access the bots and his investment advice. Rahim promised investors substantial returns on their investments with minimal risk, but investors lost at least $5.8 million. Rahim was not a licensed investment adviser and did not hold any brokerage licenses.
Rahim also was a ringleader in a cash-for-badge scheme involving the Culpeper County Sheriff’s Office.
Former Culpeper County Sheriff Scott Jenkins was found guilty of accepting cash bribes and campaign contributions from Rahim and other men in exchange for badges and credentials. The disgraced sheriff also pressured local officials to restore Rahim’s right to possess a firearm despite a felony conviction.

Although sentencing for Jenkins was in March, President Donald Trump pardoned Jenkins one day before he was scheduled to report for 10 years in prison, claiming that his conviction was due to a “weaponized Biden DOJ.”
“This Sheriff is a victim of an overzealous Biden Department of Justice, and doesn’t deserve to spend a single day in jail. He is a wonderful person, who was persecuted by the Radical Left ‘monsters,’ and ‘left for dead,’” Trump wrote, adding: “He will NOT be going to jail tomorrow, but instead will have a wonderful and productive life.”
Rahim might be seeking his own pardon, you know, because if you are MAGA, Trump seems to ignore the facts to keep you on his side. The FBI most-wanted poster failed to include details of his role in the cash-for-badge scheme.
