Residents of the Carriage House Apartments in Petersburg have reported various issues with the property, including infestations, poor sanitary conditions and inoperable elevators.
The Petersburg Fire Marshal recently cited multiple violations such as plumbing and mechanical issues.
Congresswoman Jennifer McClellan, who represents Virginia’s District 4, sent a letter to the U.S. Department of Housing and Urban Development’s (HUD) Acting Secretary Adrianne Todman and Richmond Field Office Director Carrie Schmidt, requesting the agency to help address issues at the low-income senior living community.
“Local reports and resident complaints underscore several persistent problems, including poor maintenance, security lapses and health hazards within the apartment complex,” McClellan wrote. “These issues have not only affected the quality of life for residents but raised questions about the management company’s ability to provide a safe and secure living environment.”
McClellan urged HUD to continue working with Envolve Communities, the management company of Carriage House Apartments, given the agency is under a Housing Assistance Payment contract.
McClellan urged HUD to ensure the following:
- Health and Safety Inspections: Conduct thorough inspections of the property to identify and address any health and safety hazards, including ensuring that all necessary repairs and maintenance work are completed promptly.
- Enhanced Security Measures: Implement enhanced security measures to protect residents from any potential threats and to provide a secure living environment.
- Compliance with Housing Standards: Ensure that the management company adheres to all federal housing standards and regulations, particularly those designed to protect seniors.
- Resident Support and Communication: Facilitate regular communication between HUD, the management company, and the residents to keep them informed about ongoing efforts to improve their living conditions and to address any concerns they may have.
McClellan’s office began receiving complaints from constituents in June 2024 and sent a formal inquiry to HUD for additional information and potential solutions to the ongoing issues.
