The Virginia Department of Transportation will hold a location and design public hearing concerning improvements to Route 661 (Redbud Road) in Frederick County.

The meeting will be held from 4 to 6 p.m. on Wednesday, October 2, 2024, at Millbrook High School Library, 251 First Woods Drive, Winchester.

Residents may come in during the meeting hours and discuss the project on a one-on-one basis with VDOT officials and designers. Written comments may be submitted at the meeting or within 10 days after the meeting date to Mr. Chris Colson, P.E., Project Manager, Virginia Department of Transportation, 811 Commerce Road, Staunton, VA 24401-9029. Oral comments can be recorded at the meeting with the assistance of a court reporter.

The project will relocate a portion of Route 661 (Redbud Road) in preparation for future interchange modifications at Interstate 81, exit 317 at Route 11 (Martinsburg Pike) in Frederick County. The relocated Redbud Road will be on a new alignment from the Redbud Road / Milburn Road intersection to approximately 2,000-feet to the north to tie in with Snowden Bridge Boulevard.

The design will include the following major design features:

  • Two 11-foot travel lanes in each direction with 4-foot paved shoulders in the typical roadway section
  • A new T-intersection at existing Milburn Road
  • A new cul-de-sac on existing Redbud Road that will eliminate the existing Redbud Road intersection with Route 11
  • Stormwater management facilities

Part of Route 662 (Milburn Road) will be closed for approximately three months during construction. During that time, Route 662 will follow a roughly 2.5-mile detour.

The project will allow future interchange modifications at Interstate 81, exit 317 at Route 11 (Martinsburg Pike) in Frederick County while still maintaining connectivity from Redbud Road to Snowden Bridge Boulevard.

The total estimated cost for the project is $5,988,146, including $875,000 for preliminary engineering, $467,505 for right of way and $4,645,641 for construction. Construction advertisement is late 2025.
