Charlottesville Police make arrests in online child exploitation investigations

Charlottesville Police announced Friday arrests in two online exploitation of children investigations, including one involving a substitute teacher.

Thomas Samuel Caine, 33, of Charlottesville, was arrested after an investigation into a tip to the Internet Crimes Against Children Task Force received in May indicating that an individual was in possession of child pornography.

Caine, who is facing two charges of child-porn possession, was employed as a substitute teacher across several public school divisions in Virginia, including Albemarle County Public Schools, and has ties to school districts in Northern Virginia.

The second case involves an investigation into a contact made online on Wednesday with a Charlottesville Police detective operating undercover.

Daviyon Shelton, 25, of Louisa County, reportedly believed that he was communicating with a 14-year-old female, and arranged to meet the juvenile for sexual activity in the City of Charlottesville.

Detectives apprehended Shelton at Azalea Park — the location he had agreed to for the meeting.

Both Caine and Shelton are being held at the Albemarle/Charlottesville Regional Jail.
