Armstrong: AG ‘reading off talking points’ on utility increases

Facing a question on GOP-sponsored state legislation pushing electricity rates up pretty dramatically in Southwest Virginia, Attorney General Ken Cuccinelli deflected at a town-hall meeting in Rocky Mount Thursday to a discussion of cap-and-trade legislation that has been stalled in Congress for a year.

“Cap-and-trade legislation failed in the U.S. Congress. It didn’t pass. For him to try to lay the blame on a bill that doesn’t exist is a little disingenuous,” said State Del. Ward Armstrong, D-Collinsville, who has been a leader in the Virginia General Assembly in efforts to rein in rising electricity costs in Virginia.

The culprit, to Armstrong, is 2007 legislation that allows utilities to apply for increases related to recovering tranmission and fuel costs and costs related to the installation of environmental equipment in addition to basic base-rate increases.
