Max Polyakov thinks about ways innovation happens and new kind of university

Creating the new university is not only a great motive for changing the education system, but also the research aspect of the innovation ecosystem. Social and economic development researcher and creator of the theory of large waves, Carlota Perez, believes that “while financial capital has super profits from the current technological paradigm, it does not detect new ideas that are growing in the universities, academies of sciences and research units of private companies.” Carlota Perez is quite familiar with technological development and since 2006 teached technological and social development at the University of Tallinn. As you know, Estonia has already crossed the critical threshold in the computerization era. Estonia has Internet almost everywhere, electronic government, education for IT specialities and billions of investments in technology. Max Polyakov says that during digitization era, concept of innovative university is more relevant than ever before.

If new technology vectors are out of interest to potential investors, researchers and capital are still able to spot new possibilities. The only country already at this point is USA. In his scientific work Max Polyakov focuses on the fact that the US has created a working mechanism for growing innovations in various fields, from science to sales.

In order to generate new ideas and scientific solutions, you need to create the proper climate and communication rules inside the system. Universities are often becoming one of these systems. In his research Max Polyakov proposes to build the future of these technological ecosystems – the International Academy of Noosphere and use Massachusetts Institute of Technology (MIT) as its model. MIT was founded by Barton Rogers in early 1861 for the training of engineers and technicians. In 1976 the institute became a part of the state water resources research program and in 1989 part of the space exploration program. MIT’s main goal was to involve commercial companies in the process of creating and implementing technological innovations as soon as possible.

MIT scientists’ work is based on extremely simple and effective scientific, technological, humanitarian and methodological knowledge. “The main task of the International Academy of Noosphere is to accelerate the transformation of ideas into scientifically based products”, Max Polyakov said. Ideas of the “noosphere” were first created by the Ukrainian scientist Vladimir Vernadsky in 1944 but they begin to come to life at the start of this century. Following these principles, the International Academy of Noosphere can be created on the basis of information and technological city that absorbs knowledge. Noospherian cities will be able to shift the minds of its people from materialistic to intellectual values.
