Waynesboro couple, charged with sexual abuse of teen

The Waynesboro Police Department arrested a Waynesboro couple Thursday afternoon on several charges related to the sexual abuse of teenage girl that occurred over a six-month period beginning in early May 2016.

Houston Marion Miller, 69 years old, and Kelly Denise Claytor, 45 years old, were arrested at the Police Department around 1:30 p.m. on Thursday.

Earlier this month the Police Department began a criminal investigation after the victim reported to a friend’s family about the abuse she was experiencing from Miller and Claytor, who are in a relationship together.  The investigation revealed that Miller and Claytor had been sexually abusing the victim from May to early November.  The Police Department is not releasing the age of the victim or her relationship with the suspects.  In addition to the sexual abuse, both Miller and Claytor were found in possession of child pornography.

Miller faces the following five charges:

  • Three counts Contributing to the Delinquency of a Minor (m)
  • Sexual Battery (m)
  • Possession of Child Pornography (f)

Claytor faces the following three charges:

  • Child Neglect (f)
  • Production of Child Pornography (f)
  • Possession of Child Pornography (f)

Both suspects were transported to Middle River Regional Jail.  Both have been or will be released on bond with special conditions of house arrest, GPS ankle bracelet monitoring, and pretrial supervision by Blue Ridge Court Services.  Also, they are prohibited from having any contact with each other or the victim.
