			<content:encoded><![CDATA[<p><a href="http://augustafreepress.com/wp-content/uploads/2010/12/road-work-header.jpg"><img class="alignright size-full wp-image-28125" title="road-work-header" src="http://augustafreepress.com/wp-content/uploads/2010/12/road-work-header.jpg" alt="" width="199" height="199" /></a>The Virginia Department of Transportation is working to reduce roadside surprises and delays for motorists with its launch of safety service patrols on several portions of interstate highways in western Virginia.</p>
<p>The primary focus of the Safety Service Patrol is incident management and emergency response. This includes detecting incidents and disruptions in traffic, minimizing incident duration, clearing obstruction and debris from the roadway, establishing temporary traffic control for emergency responders and providing scene assistance as needed.<span id="more-41554"></span></p>
<p>The white Safety Service Patrol trucks are equipped with arrow boards to help direct traffic around the road incident or hazard.</p>
<p>VDOT’s Northwest Regional Operations located in the Staunton Traffic Operations Center will oversee the service in the Staunton and Culpeper districts. Operations will begin on or before Memorial Day for portions of Interstate 64, I-66 and I-81 in Albemarle, Augusta, Shenandoah, Frederick, Warren, and Rockingham counties.</p>
<p>VDOT’s Southwestern Regional Operations Center will oversee the service in the Salem and Bristol Districts, including Washington, Wythe, Carroll, Montgomery, Roanoke and Botetourt counties. Limited service will begin in support of Memorial Day travel for portions of I-81 in Botetourt, Roanoke, Montgomery and Washington counties, I-581/Route 220 Expressway in Roanoke, the I-81/I-77 overlap around Wytheville and a portion of I-77 in Carroll County.</p>
<p>&nbsp;</p>
<p>Staunton/Culpeper Districts</p>
<p>On I-64, the Safety Service Patrol will cover mile marker 87 at the I-81 interchange in Augusta County to mile marker 124 at Route 250 in Charlottesville in Albemarle County.  From mile marker 87 to mile marker 107 (Afton Mountain area) the hours of operation will be seven days a week from 6 a.m. to 6 p.m. From mile marker 107 to mile marker 124 (Charlottesville Area Albemarle County) the hours of operation will be Monday to Friday from 6 a.m. to 6 p.m. (Initial hours are subject to change based upon operational demands).</p>
<p>On I-81, the Safety Service Patrol will cover mile markers 235 at Route 256 in Augusta County to mile marker 264 at Route 211 near Rockingham/Shenandoah County line. Hours of operation will be seven days a week from 6 a.m. to 6 p.m. (Initial hours are subject to change based upon operational demands).</p>
<p>Additionally on I-81, the service will cover mile markers 298 at Route 11 in Strasburg in Shenandoah County to mile marker 323 at Route 669 in Frederick County near the West Virginia state line, which includes a segment of I-66, mile marker 0 at the I-81 interchange in Warren County to mile marker 13 at the Linden interchange near Warren/Fauquier County Line. Hours of operation will be 7 seven days a week from 6 a.m. to 6 p.m. (Initial hours are subject to change based upon operational demands).</p>

<p>Motorists can download a free mobile app that will give them real-time traffic information, visit the new 511 website with live streaming video of traffic conditions or call the improved 511 phone system.</p>
<p>&#8220;Virginia is a leader among state departments of transportation in providing real-time traffic information and live streaming traffic images to help motorists make the best travel choices,&#8221; said Gov. Bob McDonnell. &#8220;The new and improved 511 system empowers drivers with the knowledge they need to avoid congestion and take a faster route to their destination.&#8221;<span id="more-41510"></span></p>
<p>The new system includes several features and enhancements, all accessed via <a href="www.511virginia.org"><span style="text-decoration: underline;"><span style="color: #0000ff; font-size: small;"><span style="color: #0000ff; font-size: small;">www.511virginia.org</span></span></span></a><span style="font-size: small;">:</span></p>
<p>·         Mobile apps for Android and iPhone  featuring real-time traffic cameras, travel times, electronic message signs and traffic maps</p>
<p>·         New and improved 511 phone service with a better voice recognition system</p>
<p>·         Website showing incidents, construction zones, electronic message signs, travel times and traffic cameras</p>
<p>·         The majority of traffic cameras stream video at 15 frames per second, providing sharp and clear images</p>
<p>·         Reach the Beach information that shows the fastest routes to the Virginia Beach Oceanfront and the Outer Banks Expressway</p>
<p>&#8220;Another innovative component to this program is generating revenue through sponsorships to help pay for the 511 service,&#8221; said Transportation Secretary Sean T. Connaughton.  &#8220;New 511 signs have space for sponsorships.  In return for the space, sponsors help offset costs for VDOT to provide 511.  The long-term goal is to break even.  That’s a significant win for motorists and taxpayers.&#8221;</p>
<p>VDOT Chief of System Operations Constance S. Sorrell added, &#8220;For more than a year, VDOT has been working diligently to enhance our 511 traffic information system. These new enhancements are designed to improve the overall 511 user experience.  I encourage all motorists to take full advantage of the new features and free, real-time traffic information 511 Virginia offers.&#8221;</p>
<p>Since its inception in 2002, 511 Virginia has received more than 11 million calls and 8 million website visits. The 511 Virginia service typically receives 200,000 calls each month. Bob McDonnell announced today that beginning Wednesday, May 23, motorists will be able to take the quickest route to the beach by following new signs that will display real-time traffic times.</p>
<p>The Virginia Department of Transportation will unveil six new electronic message signs in the Hampton Roads region to help motorists choose the quickest drive time to the Virginia Beach Oceanfront or the North Carolina Outer Banks.<span id="more-41402"></span></p>
<p>&#8220;The ‘Reach the Beach’ initiative will help VDOT improve the overall traveler experience by providing updated travel times at key decision points approaching and leaving the beach,&#8221; said McDonnell. &#8220;This system will help travelers by providing them with the most reliable travel time information available and where possible, encourage them to use alternate routes that are less congested.&#8221;</p>
<p>&#8220;The signs are part of an ongoing initiative to improve the quality of transportation services in the commonwealth, and are being activated in time for the summer vacation travel season,&#8221; said Transportation Secretary Sean T. Connaughton.</p>
<p>Using a system that incorporates data from roadway sensors, Bluetooth devices, and data provided by INRIX, Inc., VDOT will display comparative travel times (in minutes) for two routes.  The six static roadside signs are positioned at strategic decision points at the following Hampton Roads locations:</p>
<p>·         I-64 eastbound at Denbigh Boulevard (2) in Newport News</p>
<p>·         I-264 westbound at First Colonial Road in Virginia Beach</p>
<p>·         I-664 at U.S. Route 58 eastbound (Bowers Hill) in Chesapeake</p>
<p>·         VA Route 168 northbound Chesapeake Expressway</p>
<p>·         I-664 south at Dock Landing Road in Chesapeake</p>
<p>Travel time information will also be available at Safety Rest Areas and Welcome Centers in Fredericksburg, Skippers and New Kent County to help motorists traveling from the Washington, D.C. and Richmond areas.</p>
<p>&#8220;VDOT’s key priority is to keep traffic moving particularly during the busy summer season as travelers are headed to the beach,&#8221; said VDOT Commissioner Greg Whirley. &#8220;Providing travel times gives motorists the information they need to figure out the best way to reach the beach.&#8221;</p>
<p>VDOT’s contractor Iteris provided the technology services for Reach the Beach signs.</p>

Bob McDonnell announced today that for the second consecutive quarter, the Virginia Department of Transportation surpassed its targets for completing all construction and maintenance projects both on time and on budget during the third quarter of the 2012 fiscal year – January through March 2012.</p>
<p>&#8220;VDOT is proving once again that it continues to closely watch how the agency uses taxpayers’ money as it brings in more major projects on time and within budget – for example, opening the new London Bridge ramps on Interstate 264 in Virginia Beach eight months ahead of schedule and below budget,&#8221; McDonnell said. &#8220;This latest report also notes that such projects are making significant contributions over time to the state’s economy with significant job expansion, especially for major construction projects.&#8221;<span id="more-41169"></span></p>
<p>VDOT released these results in its most recent quarterly report card. <p>The agency reported in February that it had met these same goals for the second quarter of FY 2012 (October-December 2011), the first time it had accomplished this since FY 2010.</p>
<p>&#8220;As VDOT seeks more creative funding methods to finance road maintenance and new construction, both by itself and with private partners, it is again worth noting as we did for the previous quarter, that the department has remained on course in meeting its on-time and on-budget goals,&#8221; said Transportation Secretary Sean T. Connaughton.</p>
<p>According to the report, VDOT had 348 construction and maintenance projects due for completion during the quarter that ended March 31, 2012. Of those contracts, 270, or 77.6 percent, were completed both on time and within budget. The target was 77 percent.</p>
<p>VDOT completed 87.5 percent of its construction projects (49 out of 56) on time, exceeding the goal of 75 percent. The department completed 79.8 percent of its maintenance contracts (233 out of 292) on time, surpassing its 77 percent target.</p>
<p>Of the 56 construction projects completed by the end of the third quarter of FY 2012, VDOT completed 54, or 96.4 percent, within budget, exceeding its target of 82 percent. VDOT completed 94 percent of its maintenance contracts within budget, or 267 out of 284, beating its target of 90 percent.</p>
<p>&#8220;Our VDOT staff have stepped up to meet the demands of today’s transportation challenges as we have adapted to working with a leaner staff than in previous years, and they have met such challenges admirably,&#8221; said VDOT Commissioner Greg Whirley. &#8220;Sustaining the effort to meet and surpass our targets for completing projects on time and within budget has been an endeavor we expect to always continue to achieve.&#8221;</p>
<p>The construction quality rating for the quarter was 90.6 percent, which came in just under the 91 percent target. The measurement tracks VDOT’s commitment to building quality roads and bridges while seeking the opportunity for continuous improvement.</p>

<p>The Staunton district is comprised of 11 counties, Alleghany, Bath, Rockbridge, Augusta, Highland, Rockingham, Shenandoah, Frederick, Page, Warren and Clarke. Work scheduled is subject to change due to inclement weather and material supplies.<span id="more-40170"></span></p>
<p>Motorists are advised to watch for slow-moving tractors during mowing operations. Also, when traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.</p>
<p>ROCKBRIDGE COUNTY</p>
<p>Interstate 64</p>
<p>* Mile marker 57 to 41, eastbound and westbound – Debris removal, post replacement, clean ditches and storm drains. Monday to Friday, 8 a.m. to 5 p.m.</p>

Right lane closed to move barrier from mile marker 200 to 201, Tuesday night to Wednesday morning, 8 p.m. to 7 a.m. Right lane closed for striping from mile marker 195 to 200.6, Wednesday night to Thursday morning, 8 p.m. to 7 a.m.</p>

Two bridges that cross a tributary to Buffalo Creek will be replaced on Route 612. The first bridge is located from 0.80-mile north of Route 251 to 0.15-mile southeast of Route 677. The second bridge is located from 0.50-mile north of Route 251 to 0.40-mile southeast of Route 677.</p>
<p>* (NEW) Route 716 – Structural steel erection. Road closed May 1 to 4, 7 a.m. to 5 p.m.</p>

Single-lane traffic with 14-foot width restriction and three-way traffic signal at Route 250 and intersection of Route 654. Flagger traffic control at various locations when needed. Work may take place 24 hours-a-day. Speed limit reduced to 25 mph. Estimated completion is October 2012.</p>
