Delegate Moran did not "raise" $1.38 million ... he raised about $1 million and transfered the rest. Deeds' totals. But apparently he did spend $455k while Deeds only spent $132k. Your focus should be on how and why Moran raised 20% more than Deeds but spent 300% more.
